Just got back from living in Cali for several years. The girls in the discos are usually with someone, but I had no trouble getting to know really hot girls in supermarkets, bookstores, and bakeries. There are no girls there, so go get one and pre-pay for four hours some 160 mil pesos and have at it.
Prostitution is legal there. Queens is a cool place too. There are several others, only would recommend talking to the taxi driver and asking if he knows. It helps a great deal if you know spanish. Gringo is a bad word. Try Norteamericano. Nearest the Intercontinental are some places off the Avenida Sexta. IF in doubt, check it out by day and then go back later. Also don't overlook the massages given at some places. The girls there will do about anything for a 40 mil peso tip. The massage is typically 30 mil pesos.
One of the massage gals even hired on as my personal assistant for a few years and traveled everywhere with me, basically took care of me freeing me to do business. Don't wear jewelry, don't wear new tennis shoes, don't carry your passport with you (never, ever, surrender your passport to: hotel clerks, local police, change houses. Any of them could unexpectedly detain you until such time as they saw fit to return it to you. Instead make a photocopy of it and the corresponding immigration stamps in the back pages showing exactly when you arrived in their country, and leave it and most of your wallet in the safe in your room. Don't wear flashy clothing.
Don't go out for a walk after dark. Each city in Colombia serves a purpose in a larger, bigger picture of commerce. A lot of money changes hands in Cali as a result. Thieves know this. If you are staying a long time in town, vary your schedule, have the taxi driver vary the route you drive to your destinations.
