Tracey Westbury works at Otion Soap Bar, which is on the corner of Champion and Railroad. She said between 30 and 40 people are frequently hanging out on the planter outside the business, leaving garbage in the front entrance, harassing people walking by and blocking the doorway.
"I don't have issues with the people who are genuinely in need of help," she said. "There are two types of people out there - there are the victims and those who are going to take advantage of them. ... Those helped by the Rainbow Center or Salt on the Street generally aren't an issue for us."
But, the question is, why have people started hanging out at Champion and Railroad instead of by The Little Cheerful?
"The kinds of influences that have caused the migration are complex and for the most part deliberate," Snider said.
Possible reasons for the move include an increase in the daily business and activity happening on the other corners, thanks to Starbucks and facelifts for The Little Cheerful Cafe and Everyday Music, Snider said. Cameras and increased lighting at those corners have also made it less conducive to unlawful behavior.
"You see this moving along, block by block, and partly because foot traffic down here is increasing by leaps and bounds," said Kirsten Shelton, chairwoman of the Downtown Renaissance Network. "New residences are making this more of a 24-hour community."
Shelton said more beautification of downtown is to come, with increased sidewalk maintenance and landscaping happening during the next year. Surveillance cameras also have been purchased for the corner and should be installed soon.
"Like any urban center we have issues and we will continue to have issues, but they are far outweighed by the sense of community down here," Shelton said. "It's just an exciting time really for downtown."
