Strip club busts are exercise in sheer futility

Seattle can sleep easier now that city cops just busted 14 dancers at Rick's strip joint.
City officials and police brass may believe they are taking a big bite out of crime, but their law- and-order bravado involving the popular gentleman's club is getting tough to swallow.
For one, Rick's was back in business shortly after last Wednesday's undercover police sting, says Gil Levy, a lawyer for the Lake City club.
And no patrons were sent to the clink.
The bust fell hardest on those on the lowest rung -- the women who've made the choice to dance to feed their kids, get money for college, satisfy a curiosity or, yes, perhaps, get money for drugs.
Once again, the least powerful are bearing the brunt of a crackdown that is tantamount to pulling weeds at the surface while the deeper problem persists at the roots.
Passers-by could see women being outfitted with plastic handcuffs and jumpsuits last week. Some were visibly shaken and in tears. Several dozen women were questioned at the club before some were hauled off to jail.
Police had good reason to do what they did, department spokesman Sean Whitcomb says. Undercover officers from the vice unit found 18 counts of illegal touching, 18 counts of people accepting money for an illegal act, 16 counts of nudity, one count of reckless managerial conduct and four counts of prostitution, he said.
Um, actual sex?
"Heavens, no," Whitcomb quickly added. "There was an offer-and-agreement situation."
Police say the scope of the operation "yielded significant results" in terms of the number of arrests.
That's one way of looking at the numbers.
Here's another: There were more than a dozen officers at the club the other night, says Levy, the lawyer representing Rick's.
So if you -- Joe or Jane Taxpayer -- happened to call 911 about a burglary or [...], your friendly neighborhood cop might have been busy tripping on G-strings to get at Patience.
In police ranks, some officers question why resources are poured into Rick's, especially after Seattle voters in November knocked down a measure to get tough with strip joints.
Whenever police officers target strip clubs, I tend to suspect their timing and motives.
In October, before voters went to the polls, police cited dancers at Rick's, alleging illegal touching and accepting money for an illegal act. That politically timed ploy didn't pay off, as voters ultimately knocked down the push to undermine the profitability of strip clubs.
Voters care more about potholes than lap dances.
But, as last week shows, law enforcement with support from City Hall is still at cracking down by any means necessary.
The motive now isn't electoral politics. But the timing is still as lousy as ever. This bust comes just before Christmas when lonely souls are drawn to Rick's and dancers are trying to earn some holiday cash.
Everyone knows that what occurs in the dimmer corners of Rick's isn't family entertainment. The cops know it. Club owners know it. The lithe ladies do, too. For a story, I once sat next to a guy at Rick's who had his face bouncing like a bobble-head between the breasts of a dancer in a sheer -- and swiftly disappearing -- negligee.
Some argue that nitpicking by police prevents the clubs from becoming festering dens of vice.
Others believe such busts skim the surface and end up being just a drain on police resources.
I hear 'em. But what I want to know, beyond the sham of overblown crackdowns, is what the cops had to do to make their case and whether the payoff justifies the tactics.
The folks I feel for most here are the people who were rounded up. Rick's lawyer says the women could have been cited for their petty crimes onsite and let go -- as often happens with shoplifters at stores and as has happened before to dancers.
Police do have discretion.
They chose to humiliate and book the women based on what Whitcomb describes vaguely as a "totality of circumstances."
When it comes to finding victims of what to many is a victimless crime, the dancers at Rick's are at center stage.
