Investigators, Spring business reach deal after 'all kinds of violations'
SPRING — A south Montgomery County massage parlor, where masseuses allegedly wore white smocks over negligees, is no longer in business after authorities discovered it was allegedly a prostitution operation.
KM Massage Inc. agreed to close voluntarily after its attorney reached an agreement with the Montgomery County Attorney's Office. The office had sought an injunction to shut down the business, which is accused of engaging in prostitution and having multiple state regulation violations.
The attorneys worked out the deal Dec. 21, the same day a Montgomery County district judge was scheduled to hear the injunction petition, County Attorney David ["Street"] Walker said.
The business, in a strip shopping center in the 500 block of Sawdust, had been under investigation by the Montgomery County Sheriff's special investigation unit since 2005, said unit supervisor Lt. Philip Cash ["For Gash"]. The department had received several tips and complaints about the business, he said.
An undercover investigator visited the business and found "all kinds of violations," including improperly attired masseuses and a lack of client records and massage licenses, Walker said.
Investigators arrested the business' operator and director, Kit xxx, and two massage attendants, Lihua xxx and Ling xxx, during the investigation on prostitution charges. xxx also faced fire-code violation charges. [for his girls being much too hot]

ARLINGTON -- Months of increased police and code enforcement attention are paying off at the Madison Creek Apartments in north Arlington, residents and city leaders say.
The complex, off Washington Drive west of North Collins Street, was the subject of numerous complaints during the summer of flagrant prostitution, drug deals and frequent gunfire that left residents afraid to walk in the parking lots at night or let their children play outdoors.
City staff and new apartment managers have listened, and criminal background checks have led to numerous evictions, officials said.
"It's definitely gotten better considering there for a while we could hear shooting weekly outside our window," said Debra Williams, a resident who said she called police about drug deals and other suspicious activity three times this year. "There for a while when I would walk through the complex to check my mail, there were boarded-up windows. It's much nicer now."
City Councilman Mel ("Don't Tell") LeBlanc, who represents north Arlington, met with tenants in July to hear their concerns. Several told him that they had no working air conditioning and other problems with their apartments, in addition to their worries about crime.
Police had responded to more than 160 disturbances, a half-dozen robberies and 20 thefts in the area around the complex in the three months before the public meeting with LeBlanc, according to police statistics.

After the meeting, police increased patrols at Madison Creek and parked a decoy patrol car at the complex to deter crime. City officials also helped area apartment managers form a coalition to discuss ongoing crime issues with police and residents. The city is still working to help residents form a community watch group.

After the increased attention began in August, calls for service fell significantly, according to (undependable) police statistics.
"It is still a low-income apartment complex, but the crime has almost been eliminated, the garbage has been cleaned up and the code enforcement problems have been fixed," LeBlanc said.

Police Chief Theron Bowman, who served as acting deputy city manager over community services this year, said teamwork among city departments, residents and business owners can lead to substantial improvements in Arlington neighborhoods.

Numerous apartments had plumbing and electrical problems, missing smoke detectors, broken doors and windows, and roaches, according to the inspection report.
"We will not tolerate people living in conditions like that," LeBlanc said. ("Even though we have, to date.")
Raquel Comparan, a representative for the management company, said it has also begun conducting criminal background checks on applicants and turning down anyone with a felony conviction.
Leases were not renewed in July and August for several tenants using Federal Emergency Management Agency housing vouchers because of their convictions for crimes such as drug possession and assault, Comparan said. The complex also began evicting tenants who caused disturbances, she said.
Now Madison Creek is only about 50 percent leased, Comparan said. Rent ranges from $455 to $750, according to the complex Web site.

"We would rather have a vacant unit than a problem resident," Comparan said. "We have lost income, but it doesn't matter because we want our residents to be happy. "They need to fix back here in ghetto land and make it look better," said Hernandez, who said she doesn't have the money to move.
Comparan said the complex has plans for interior and exterior renovations and continued cooperation with police to make the complex safe and more attractive for its residents. "We want them to know we are doing what we can to not only to better the apartments but the whole community around it," she said. Six women were arrested on charges of prostitution this week in two separate undercover police stings, Brownsville police said.
The women, ranging in age from 27 to 42, were arrested in downtown Tuesday and Wednesday by undercover police, acting on a complaint by downtown residents.
Martha xxx, 32, and Maria xxx, 42, were arrested about 2:10 p.m. on East Adams Street on Tuesday after they approached an unmarked police car and offered prostitution services to the undercover officer, a Brownsville police report stated.
At about 2:40 p.m. on Wednesday, agents arrested Blanca xxx, 27; Maria xxx, 25; Maria xxx, 38; and Lorena xxx, 32, in an alley on East 13th Street, according to a police report.
All four women walked to the alley after an agent in an unmarked car honked his horn, the report stated. The women charged from $30 to $40 per hour, the report stated.
Brownsville Police Lt. Adrian Mascorro said the agents can’t ask for sex. A conversation needs to take place, and the women need to offer their services for a sexual act before making the arrest, he said.
The department will continue to monitor the area, and more arrests could be made in the near future, he said.
“We received a lot of complaints from residents that there was prostitution taking place during the day,” Mascorro said.
All six women were arrested on charges of prostitution.
As of Thursday afternoon, five of the six women were being held at the Carrizales-Rucker Detention Center on bonds ranging from $750 to $1,000.

"They recognize the vehicles we're in and the individuals that work at the police department."
It is an undercover effort to stay ahead of the latest prostitution curve.
"They move their times... they move their locations... they work around us and we notice and the complaints we were getting were coming during the day."
The latest busts? Four women found soliciting sex, officers say, in the downtown area. The alleged deal along 12th and Adams Streets: sexual favors for $40.
Sergeant Manrrique describes how undercover cops catch the criminals.
"They drive around, they get waived down by prostitutes and they are solicited for money."
And solicited by virtually all walks of life. These suspected prostitutes are transvestites arrested last year. We're told they make up half of the people jailed yearly for the crime.
Many of the prostitutes picked up this week are undocumented immigrants. As a result, police officers say once processed they'll most likely be immediately deported.
We did some digging to sample how the 2005 year wraps up for other police departments cracking down on prostitution.
Brownsville PD made 17 related arrests. In Harlingen, there were five; Edinburg reported just one. The city with the most prostitutes arrested is in McAllen where 42 arrests have been made through November.

Louis Chavez, the attorney for Cheetah’s and Jaguars Gold clubs, didn’t return phone calls Wednesday. A little more than a year ago, the sheriff’s office pushed for the closure of Jaguars Gold Club, citing violations of the county’s sexually oriented business ordinances. In May, the county’s sexually oriented business advisory board decided Jaguars could keep its license because it had installed signs warning patrons of the county’s rules prohibiting contact with dancers by requiring dancers to keep six feet of space between themselves and customers. Grapevine Detective Cpl. Larry Hallmark will be in the TV show's call center in Bethesda, Md., when the program airs on the Fox network. He will answer questions as tips are called in and also participate in an online discussion.
Grapevine Police Sgt. Bob Murphy said the program will give the public new details about the case.
"We need more information and some help," Hallmark said.
Pipestem's sister, Taffney Harjo of Seminole, Okla., hopes the show will generate the needed publicity.
"I'm relying on God to bring us closure," she said. "Hopefully, "America's Most Wanted" will help do that."

Driving in Corpus Christi back in April I stumbled upon a gentlemen's club called Aloha off of the freeway on Staples Street. It was 3:00 pm and since I had an hour to kill, I decided to go in. I went into the men's room and saw a sign scotchtaped to the wall which should have given me a clue about how frisky the girls will get: "be careful of unprotected sex, you should use condoms to avoid the risk of catching AIDS." Anyway, I went inside and it was very dark. One girl was dancing and the bartender said come on in. There are 8 girls working now and one other customer besides myself. I bought a drink, went near the stage and waited. Sure enough, a fine looking Mexican girl about 25 came over and sat down. She said she felt like getting freaky and asked if I wanted a table dance. She'd do two for $20.00. I asked her if this is a nude place. She said, no but don't worry. I'd get a chance to see and touch everything. Needless to say I took her up on the offer.
We went to a really dark part of the club. She took my hands and placed them on her nipples. Then when she turned around, she put my hands between her legs and moved her bikini bottms asside. She grabbed my belt buckle so I helped her and she unzipped me and went for the ol' Mr. Happy. It felt real good. After the two dances were over, she asked me if I wanted two more for $20.00. Waco police seek to combat problem of prostitution
Late May, 2005
Anita Johnson stalked her turf and waited patiently amid the heat, the catcalls and the fumes of passing cars.
A car glided and stopped curbside. Wired for sound, she talked business.
"Que quieres, papi," she asked the Spanish-speaking driver.
Their conversation competed with the roar of the engine. The sounds resonated clearly on a police scanner housed in a nearby unmarked police car.
"That sounds like a diesel," Sgt. H.R. Knight said, turning up the volume. "No, I think that may be an exhaust problem."
Some more talk and Johnson seals the deal: a few dollars for a moment of illicit sex.
Shortly, Knight and other police officers swoop in to arrest the suspect on charges of solicitation of prostitution. This scene was repeated about 30 times over two days last week.
The recent sting conducted by the Waco Police Department's Drug Enforcement Unit netted 51 people – 33 men allegedly seeking prostitutes, 16 women allegedly promoting the act and two others for miscellaneous charges. The unit allowed the Tribune-Herald and other media to observe the operation on the condition that details of the officers' tactics and practices are not published.
The 10-hour ride-along revealed a seedy underworld that happens in plain view.

Officer Johnson is no rookie at working undercover. She has posed as prostitute for 13 years, she said.
That's too many arrests, too many johns – as the men are called – to remember. Her first arrest, though, was memorable. It was a man his in 80s who sought oral sex from her and another undercover officer, Johnson said.
"You should have heard them afterwards," said Knight, a 32-year Waco police veteran, recalling the incident. "They said 'Eeeww – he's old enough to be my grandfather.' "
Playing the role of a hooker has become easier with age and experience, Johnson said. She's learned how to act so as not to spook the men into thinking she's a cop. Inevitably, she's asked the question, which she sweetly denies.
"Do I look like the 5-0," Johnson is heard asking some would-be clients in slang.
To get ready for her undercover role, Johnson said she mows the lawn and skips showering. She smudges dirt on her T-shirt for added authenticity. It's nothing like the image of a glamorous, bejeweled hooker, popularized in the movie "Pretty Woman."
"It's so far from it," Johnson said. "It's so much more than sex between two people."
The police have linked various crimes to prostitution, including robberies, check fraud and murder. At the unit substation, the police keep a binder of photos of women arrested for prostitution. Many of the faces look older than their actual age. They are faces wrinkled and lined by hard living and, most likely, by hard drinking and hard drugs.

The system is in place. Officer Johnson lures a john, cinches the deal and other officers move in for the arrest.
Another officer, Charlotte Mathews, takes Johnson's place and repeats the steps.
The two take turns on streets in north and south Waco from dusk to near dawn.
Compared to Johnson, Mathews is a relative newcomer. Last weekend was her second prostitution sting, she said.
One of her cases involves a father-son duo where the elder was trying to help the junior score a hooker.
"They were both nice," Mathews said as she processed their paper work. "I think the kid just wanted his first sexual experience. There's no telling what (disease) I could've given him if I were real."
The thought made her shudder. As bad as that case was, there have been worse, she said. Like the man who propositioned her for sex as his two kids sat with him in the car.
"I've been able to laugh off everything else," she said.
The unit's work is not without its moments of levity, which officers say is a must when fighting elements that no amount of police work will eliminate.
At the police substation, one woman who was arrested for an outstanding warrant for prostitution squirmed in her seat. A nearby officer asked if her handcuffs were too tight.
"I've got a bite," the woman snarled, telling the officer that her thong underwear was riding up.
"And, no, I don't need your help with that."
The officer bit his lip and succeeded in not laughing. That is, until his partner cracked a joke.
"That's why I don't wear them," Officer Fernando Flores said.
People in the room burst out in laughter. The joke worked to diffuse the tension.

The sting is not unlike a military operation. There's a lot of planning. A lot hurrying. And a lot of waiting.
The flow of customers was unpredictable. Sometimes, two cars would arrive back-to-back to flag down a woman. Those were the times when the officers had the chance to make back-to-back arrests.
Then, there were lean times. Officer Mathews had one unlucky streak where she walked the street, mostly unbothered, for about an hour. She entertained herself and officers listening to the sound feed by singing. Her repertoire ranged from Christmas carols to "Copacabana" by Barry Manilow.
"Man, she is bored," Knight said, listening to the scanner in the unmarked police car.
During these supposed down times when they wait for a john, Knight said his radio keeps him company. It's usually tuned to a classic country station.
"You'll have spells of nothing and, then, it's boom, boom, boom," he said.
That's not to say the night didn't have a close call. At one point, a man came out of his car and began to approach Officer Johnson in an aggressive manner. When she turned to walk away from the man, Sgt. Knight ordered officers to intercept.
Cop cars emerged from the dark and surrounded the man. Some of the officers saw the man throw a bag of crack cocaine into the weeds. They found the bag, as well as an open knife in the man's back pocket. He was arrested and charged with drug possession.
Within moments, the street was clear and open for business.

Most of the men arrested in the sting were first-time offenders. Of the 33, 25 were eligible for the so-called "john school."
To be eligible, the john must not have a criminal record that includes past charges for drugs, prostitution or violence. Then, they must pay a $250 fine to participate in the eight-hour course that teaches about prostitution's pitfalls, such as sexually transmitted diseases.
The school is Johnson's brainchild. The local school is similar to the one first founded in San Francisco about 10 years ago.
The hope of john schools is to educate and reduce the demand for prostitutes. Johnson said that there is yet to be a man arrested again for solicitation or any other crime that has gone through the local john school.
But Johnson acknowledges that there is little done locally on curbing the supply of hookers. The police department is researching how it can set up a similar school for prostitutes, she said.
Mission Waco started this year a prostitute outreach program called Rahab's Redemption. The ministry project is named after the biblical harlot who was saved by divine intervention for sheltering two spies on a mission to gather information on the defenses of Jericho. Every Wednesday, four women volunteers distribute bags of toiletries in areas where prostitutes loiter.
Some take the bags, while others walk away in fear, afraid that the volunteers are police officers, said Pam Stelk. Stelk, who also runs Mission Waco's Manna House, a men's substance abuse rehabilitation center, said prostitution has become more pervasive in the last few years in the north Waco neighborhood where the home is based.
Stelk said that it's "grossly unfair" that some men are given a pass by going to john school, while most prostitutes end up in jail. She and her members are working to publicize that there is an alternative for these women, many of whom have been out of work and living in poor conditions.
"We're not in the area to hit them over the head with Romans 10:9," Stelk said, referring to the passage that those who accept Jesus Christ are saved. "We just want them to know we're here to help."

Without more programs like the john school or Rahab's Redemption, police, johns and prostitutes will continue to play cat-and-mouse.
After all, a prostitution sting pushes activity away only for so long, said Johnnie Lopez, a resident in one of the areas hit by the operation.
Lopez, who lives in East Waco near the city's border with Bellmead, said she has contended with hookers who were brazenly working in the broad daylight near her home, even on her driveway at times. One night, Lopez and her husband found a drunk, nude and beaten known-prostitute laying on their porch.
The police have stepped up patrols in the area, thanks to pressure from then-councilwoman Mae Jackson. Even so, the hookers come back a few days after a sting, Lopez said.
"It gives our whole neighborhood a bad name. You mention the Dallas Highway and people say 'Oh, you've got the prostitutes over there.' ... People laugh about it. When you live with it, it's not so funny."

May 21, 2005. Three Conroe women were arrested Thursday in a prostitution sting conducted by Conroe Police Narcotics officers and members of the Montgomery County Special Investigation Unit. * * *
Officers posing as "Johns" went to Lewis Street Park, near the intersection of Avenue G and First Street, Thursday afternoon, Conroe Police Department Sgt. Bob Berry said. "The undercover officers went in, videotaped the conversations, and once the girls offered their services and proposed a price, they drove off with them," Berry said. "A marked unit then pulled them over to make the arrests." Between 5:45 and 6:30 p.m. Thursday, investigators arrested three alleged prostitutes at the park. xxxx, 22, xxxL, 36, and xxx, 37, were charged with prostitution, which is a Class B misdemeanor punishable by up to 180 days in jail and a fine not to exceed $2,000.
If the person charged already has a conviction for prostitution, the charge is a Class A misdemeanor, punishable by up to one year in jail and a fine not to exceed $4,000, according to the Texas Penal Code. xxx was convicted in 2001 on a Class B misdemeanor prostitution charge, according to court records. xxx2 also has a past conviction for possession of a controlled substance. All three women were placed in the Montgomery County Jail. Berry said Lewis Street Park is a popular place for prostitutes, and police frequently run stings there with undercover officers posing as "Johns" or prostitutes.

The sting began at 10 a.m. Wednesday with male officers posing as johns to solicit prostitutes in and around Texas City’s south side, said a police representative Friday. [Three women, 37, 21, 37 arrested...women 38, 35, both of Texas City, had their prostitution charges upgraded to state jail felonies due to previous convictions. Both had bond set at $20,000. Undercover officers arrest women on drug and prostitution charges The Lufkin Daily News Early April, 2005 Lufkin Police officers, during a sting operation overnight Monday, arrested two local women on drug and prostitution charges. The women were 37 and 32, and the drug was crack. LPD spokesman Lt. Greg Denman said the police department received complaints from residents in North Lufkin about prostitution and drug sales. As a result, Denman said, undercover police officers posing as drug buyers encountered one of the women near the corner of Hoo Hoo and Cain streets about 11:20 p.m. Monday, when she allegedly propositioned one of the officers by offering sex for money. While she was sitting in the officer's car, she also started to light up a crack rock, according to a police report. The other girl was arrested Tuesday morning on Hosea Dolphus Street. In addition to propositioning the undercover officer, she allegedly tried to sell him a crack rock, Denman said. So it is that the town of Lufkin, Texas, has put itself on the world sex map. Odessa Police officers arrested 18 people Wednesday evening in a prostitution sting near Royalty Park. In all, 22 people were arrested in the sting but only 18 were charged with sex-related crimes. Sixteen men and two women — ranging in age from 26 to 70 — were charged with Class B misdemeanor prostitution. One woman and three men were charged with “pedestrian in the roadway,” a bullshit charge officers pull out of their ass when they can't make a prostitution bust. Officers staked out the park area from 3 p.m. to 9 p.m. at Fourth Street and Hillcrest Avenue and Fifth Street and Park Avenue. All 18 were arrested during that time. The Odessa Police Department, Ector County Sheriff’s Office, Texas Alcoholic Beverage Commission, Texas Department of Public Safety and UTPB Police Department cooperated in the operation. This "cluster fuck versus sex for pay" appears to be SOP in Odessa, a place which is probably quite poor and short of resources. I wonder if they have to share bullets, too? (Review # 11163)
