Mid-July, 2005. Jeffery Willis owns Rodney’s LaFoxx strip club in Covington. Some say it's a catalyst for neighborhood degradation. To others it's an oasis, a respite in a dark room from the drudgery of ordinary life. To Jeffery Willis, though, strip clubs are a family tradition and his livelihood. As owner of Rodney's LaFoxx and Viva La Fox, Willis says all that is being threatened - without justification - by a new ordinance in Kenton County regulating adult businesses. "If you listen to what the politicians are saying, you'd think there was cocaine spread all over the bar and people having sex in the seats," said Willis, 38, a Campbell County High School graduate who worked for 20 years in the roofing industry before purchasing Viva LaFoxx in 2001. "I can agree that places like this aren't for everybody, but I think right now we are being used as a political football. If you want to know, come see for yourself." The debate will be settled in court as Willis and other club owners await a ruling from Judge David Bunning in U.S. Federal Court in Covington. Willis, along with owners from two other Covington strip clubs, filed a suit in federal court last year against the county. The suit says the new ordinance is unconstitutional because it prohibits free expression, requires excessive licensing fees, improperly holds businesses liable for the actions of its employees and permits unreasonable and unwarranted searches. Willis said he is anything but the criminal he is made out to be. He worked for several years as a paramedic with Northern Kentucky EMS and was formerly a volunteer with the Alexandria Fire Department. The club also donates to countless charities, he said, including the Covington Fraternal Order of Police's Shop with a Cop program, in which underprivileged children are accompanied by Covington police officers to shop for Christmas presents. Willis's family became part of the exotic dance community nearly 50 years ago when his wife's grandfather, Kenneth Elam, opened Elammas on Pike Street in Covington in 1958. It operated for several years before closing. In 1975, Willis's mother-in-law, Marsha, and her husband, Rodney, opened Doc's Place at 729 Scott St. in Covington, which featured dancers clad in country-western attire, a popular motif in the mid- to late-1970s. By 1979, when the country grew tired of the country-western look, the name of the club was changed to Rodney's La Foxx. Willis and his wife of 16 years, Kimberly, came into the business in 2001, when they purchased Viva La Foxx at 326 Scott St.. In 2004 they took over Rodney's from her parents. Kimberly Willis worked at Rodney's as a bartender on the weekends while putting herself through nursing school. Later, when she realized she could make more money running a club than being a nurse's aide, she asked her mom to help her purchase Viva LaFoxx. She now handles payroll for the two clubs part-time, which has allowed her the freedom to stay at home and help raise the couple's 14-year-old son and 11-year-old daughter. "The clubs have allowed us to be our own bosses," Kimberly Willis said. "People see this as a seedy business, but we're middle-class, upright citizens who are offering a service that people want." But Jeff Willis said freedom the clubs have afforded his family is now being threatened by the new ordinance. "These clubs have been in our family for three generations and none of us are drug dealers, murderers or whatever else the politicians try to make us out to be," he said. "We have people who have never visited one of our clubs telling us what is going on in them. They are absolute lies." The four Covington clubs involved in the suit - Rodney's, Viva LaFoxx, the Pad and Club Venus - and three club employees filed a lawsuit Oct. 12, 2004, in which says the ordinance prohibits free expression, requires an excessive annual $3,000 fee, improperly holds businesses liable for the actions of employees and patrons, and permits unreasonable and warrantless searches. Under the old regulations administered by Covington, clubs only paid an annual $150 licensing fee. In a settlement reached between both sides in December, Kenton County said it would let the clubs that are part of the lawsuit to operate under the old regulations until the issue was resolved in court. The ordinance also mandates that dancers and patrons not mingle with each other while inside the club, which the county says can lead to prostitution. Willis, though, said without that interaction it would be increasingly difficult for his dancers to generate tips - the lifeblood of any exotic dance club. Willis said that because current regulations require dancers to wear bottoms and pasties, a person is likely to see more skin on broadcast television than in one of his clubs. "The patrons are paying to spend time in the company of a lovely woman and have a conversation," Willis said. "Police come into our place all the time, so if there is any prostitution you can be darn sure we'd be brought up on charges in a heartbeat." But Kenton County Attorney Garry Edmondson said strip clubs like those owned by Willis contribute to a variety of problems, including drug trafficking and prostitution, both inside and outside of the clubs. "We've presented numerous studies on the harmful secondary effects of these places. If you ask any law enforcement official, they'll tell you most of the problems occur outside of the clubs," Edmondson said. "That is where the prostitution takes place." Willis said the county is basing its argument on the experience at one club, Liberty Show Lounge in Covington, where dancers were charged with prostitution in 2003. "If one club breaks the law, does that mean they are all doing it?" he asked. "If one bar serves an underage person, do you go and shut down every bar in the country?" One of Willis' employees, who goes by the stage name of Crissy, said Willis stresses to each of his employees they are not to engage in any nefarious activities or they will be fired on the spot. "He is very strict and upfront with us about his feelings on those things. He knows what that could do to his business," said Crissy, who has worked for Willis for six years, first as a dancer and now as a bartender. "If people have never been in here, they have no idea what is going on. He's not going to jail for anybody and neither am I. That's why he runs the club the way he does."

Info current as of mid-December, 2004. Covington's Mayor, who goes by "Mayor Butch" (trust me, you don't want to know why) has been sending out "Dear John" letters to try to put a dent in the city's reputation for strip clubs and street walkers. Prostitution arrests, women and men, were nine in 2003, 98 in 2002, and the 2004 number is already up to 145 and expected to climb before the year is done. Some have been arrested multiple times. The Mayor vows to keep making lists, checking them twice, finding out who's naughty or nice like a big, jolly Santa Claus of municipal vice. Can you say ho, ho, ho, kids? (Review # 10611)

Infomation a little old, but there's nothing else on Covington, Kentucky and this will pop the cherry. In June, 2003, undercover officers busted women ages 35, 21, 27 at the Liberty Show Lounge on Scott Boulevard near the Kenton County Administration Building for alleged prostitution in a "back booth." Barmaids allegedly served as lookouts for the activity and were also arrested. Police were trying to shut down the club at that time, too, and had already driven most of the massage parlors in town out of business. Reportedly there is no touching in the club, no being closer than three feet to a customer, no simulated sex acts. (Review # 9020)

In late APril, 2004, the Osaka Spa in London, Kentucky was raided as a haven for prostitution. It did most of its business at night and neighborhood residents complained it seemed to be open 24 hours a day, with lots of out-of-state cars in the parking lot. For the past couple years Richmond has been the place for massages in the 'greater Lexington' area (22 miles South on I-75). There are three Asian spots that have been providing services... Yoshiko's who has been around forever... she is an old Asian whore with an attitude who was forced out of Lexington years ago. I've been going to strip clubs, massage parlors, and a bit of street trade in Louisville for years. I'll post a few different reviews over the next week or two days. ~~After several years in which places could not serve both full nudity and alcohol, that has eased up recently. But I still like the big, legit non-alcohol clubs (Deja-Vu, Trixies) for seeing gorgeous babes naked. They will all give you some nice breast-in-your-face action for a dollar tip, and some give some memorable lap dances. Alexis, who works days at Deja-Vu (on Taylor a few blocks inside the Watterson I-264) gives a whole lot for 20 bucks. I have yet to get anything beyond this at these clubs. A few years ago I did get a HJ during a lap dance at Trixies, but the last time I was there they had a strange Lesbo bouncer, a skinny girl dressed as a guy, who kept a very close eye on the lap dances (weird).~~~~The less-legit clubs are where some action is. The girls may not be as pretty, and they generally don't dance much, at least in the early afternoons when I am there. A few years ago you could go into some of these places and pay as little as $12 for a drink and a $20 tip for a nice BJ, but that's all gone now. Bear Necessities, on 7th at Algonquin (or a few blocks south of Algonquin - I forget - but you can't miss it on the corner) is now one of the more affordable. They want about $70-80 for a drink, plus a $20-40 tip, for a blow job, but you can sometimes talk a girl into sneaking one past the boss for less. They would like to get $100+ for full service but I haven't tried it. I have been able to get by for less there, with a nice lap-dance/hand-job/titty-kissing session running $40 to $60 total. The girls do dance here (I like to look up while being serviced to see another girl naked). Stopped off 1 24 at the Fort Campbell Hopkinsville exit. Drove 2 miles south for gas. On the way passed an adult book store call the Adult Toy Box. Next door was a lingerie club. Filled up with gas, hit the cash machine and went back. When I walked in I was greeted by about 6 women. 5 of which were really rough looking. One girl about 22-26, a gen X look was Ok. I selected her and then paid for a 35 minute show. The girl asked me if I would do a 25 minute show because she was getting ready to leave.
I agreed an paid the $30.00 for the 25 minutes. Also I had to pay a $20.00 tip up front. The girl began bitching because I put this on a credit card at the adult book store. She said that she would only get $9.00 of the $20.00 tip. We then went into a private room. She told me the better I tipped the better the show. Now I know that these shows tend to be more pay and less view. I tried to negotiate a total with her so I wouldn't waste 25 minutes waiting for her to get to work. She got very upset and went across the room and sat down. I laid $50.00 on a table next to the chair I was setting in. She asked if it was for her. I told her that she would have to earn it. She told me that the "shit doesn't work that way." After 10 minutes she was still setting on the other side of the room. She wouldn't even get topless for the original $50.00 I paid at the door. I picked my money up off the table and walked out. AVIOD THIS PLACE AT ALL COST. If you want a good time make the hour drive to Nashville and hit 8th Ave. You'll have a better time for less money than this place would cost. (Review # 1789)

Hi ya'll anyone in the northern Kentucky or Cincinnati area should forget about Ohio and cross the river into Newport Kentucky. The best club there is the Brass Bull on Monmouth street. Mostly good looking girls there, and all are very friendly. The club has no nudity allowed on stage, but if you are willing to shell out a little dough, you can move with the girl of your choice to a private booth. Drinks are a little pricy at $55.00 for the booth, but that gets you about a half an hour of uninterrupted fun. I've gotten blowjobs and even more there a couple of times, so if you are willing to spend the $, you should be able to have a lot of fun there. If you go in the evening, be sure to see C.C., I'm sure you will enjoy her.
