It is one of the largest cases the state of Kentucky has ever taken on, and now the first rulings have been issued against owners of several Louisville massage parlors accused of forming a prostitution ring.
"It's a message to the community that prostitution will not be tolerated," Assistant Commonwealth's Attorney Mitchel Denham said Thursday. ["And by knocking all the charges down to petty bullshit, we hope to get that message out, confusing as it may be, that's the message. Kind of. Really."]
The cases against six people accused of running prostitution houses are now as closed as the massage parlors themselves.
"What's important is these people pled guilty and have agreed never to engage in this activity again," Denham said. ["And I got in the papers. Which helps my election prospects. Wait, let me turn the other way...this is my good side."]
If they stay out of trouble, the six will not face jail time, even though prosecutors originally accused them of being part of a criminal syndicate -- which could have carried prison sentences of up to 20 years.
"That was the theory of the government, and if it had gone to trial I believe that theory would have failed," said defense attorney Frank Mascagni, whose client case had all charges dismissed on Thursday.
["He's right," Denham agreed. "Let me also add that I, personally, am a failure. Just ask any woman who has seen my attempt, miserably, to perform in bed."]
In all, 105 people face charges in the state's largest criminal syndicate case ever, but Mascagni believes things never should have even gone to criminal court.
"This is a 10-year police investigation that cost the public in excess of a million dollars," he said. "You could have stopped it civilly at 1/1000th of the cost."
Mascagni believes the state should have denied the spas their licenses, then filed civil nuisance suits against them.
But the prosecution disagrees.
"The legislature says prostitution is illegal," Denham said, "and as long as that's on the books, we'll prosecute these cases."
["Also," Denham added. "Think what all the publicity would have cost, if you had to pay for it as election advertising. So, from a certain point of view, we actually MADE money, and it was members of the public who were our bitches."]
But Mascagni believes the spa owners and workers aren't the only ones guilty of wrongdoing.
"I know for a fact there was sexual contact between policemen and suspected prostitutes," Mascagni said. "It was inappropriate, it was unprofessional -- and in my opinion, illegal."
Prosecutors wouldn't talk about Mascagni's accusations, and no charges have been filed against the investigating officers.
["Just you try to get a new prosecutor before the statute of limitations expires," Denham laughed, defiantly. "Bitches."]
As for the dozens of other people indicted in the case, about 40 have left town; the others will likely face drastically reduced charges.
"It is my opinion that they will all be resolved for misdemeanors and dismissals," Mascagni said. ["As for leaving a shithole like Louisville, that's hardly punishment."]

Parlor owners were arrested, the women, hell, they even went after the taxi drivers. Customers will be questioned if their name appears on credit card receipts seized at the parlors, though no plans to arrest customers according to a supervisor in the Louisville Metro Police vice department. The massage parlors are reportedly connected to others around the state and nation. Attorneys for the owners point out that all these police resources are tied up when the arrestees are allowed to bail out on a $50 cash bond. The crackdown was caused by publicity in some special report published in the local paper, the Louisville Sister Loving Sentinel. The indictments include activity all the way back to 2001. Some indictments are outside Jefferson county, but none extend beyond the sister-loving reaches of the state of Kentucky. A few arrests took place in Indiana, but many indicted have left the state. More than 60 search warrents served, FBI involved, thousands of documents, computers, condoms, credit card machines all seized. Half a million in cash seized.
