Rod Blagojevich signed legislation Tuesday aimed at putting an end to a long-running battle between a small DeWitt County village and a troublesome strip club. Under a new law sponsored by state Rep. Bill Mitchell, R-Forsyth, the village of Kenney will get more power to regulate the Wild Side Cabaret, which doesn't sell alcohol but allows customers to bring their own inside the club. The law comes three years after a different proposal was signed into law that was supposed to crack down on drunken-driving accidents near the club, which is located on Illinois 54. The village of about 500 residents has racked up more than $20,000 in legal fees trying to fight the club. "This was becoming quite costly for the village. This new law is a tool for small communities to be able to regulate these clubs," said Mitchell. Specifically, the new law provides that a county board may license or regulate any business when: • The business is operating as a public accommodation or an adult entertainment facility in an unincorporated area of the county. • That county permits the consumption of alcohol on the premises. • The business is not already licensed under the Liquor Control Act of 1934. Similarly, corporate authorities of municipalities will be able to regulate public accommodation or adult entertainment facilities not licensed under the Liquor Control Act of 1934. Earlier this spring, Kenney village Trustee Virginia Abshire said the club was defying every ordinance village officials have attempted to enforce. "The place has been nothing but trouble," she said. Attempts to reach the owner of the building, Sandy Day of Bloomington, were not successful Tuesday. The legislation is House Bill 27.

[His paper's slogan: Have you gotten your Phil today?] Too bad Peoria police have changed their minds about posting Web photos of alleged prostitutes.
Not that I intended to get my jollies by ogling mug shots of streetwalkers. No way. If you've ever seen a Peoria prostitute, you know what I mean.
In Peoria, hookers aren't lookers.
In our pop-culture society, we harbor a Hollywood view of prostitutes. We think of "Pretty Woman": a beautiful young lady with a perky, engaging personality - and who just happens to have sex with men for money. Charming.
That's not reality - at least, not the reality of Peoria's streetwalking scene.
Peoria has call girls: high-priced, attractive ladies with an exclusive clientele - and thus no need to hit the pavement. But most Peoria hookers walk the streets, where you'll find no beauty queens.
Maybe they once were eye-catchers. But drug addiction and street life takes a toll on the body. Peoria streetwalkers are the saddest, scariest women you'll ever see.
That's why police should post hookers' mug shots. If the public were more aware of the personal effects of prostitution, there would be more concern about Morton Square Park and other hooker hot spots.
At first, the city worried that if police were to post johns' photos, they'd have to post hookers' photos, too. City Manager Randy Oliver said two weeks ago, "Under the Constitution, there is equal protection."
But Peoria's corporate counsel, Randy Ray, now says that the U.S. Constitution doesn't speak to the matter of publishing photos of public record.
That new opinion - plus a newspaper quote - prompted Police Chief Steven Settingsgaard to change his mind.
A Journal Star story had quoted a prostitute claiming the postings would help her business. If arrested, she planned to print the postings and use them like a business card: See, I'm a bona fide hooker, not a police decoy.
This week, Chief Settingsgaard decided not to put hookers' photos on the Web - at least not for now. He said, "I do not want to help their cause."
But how much help would the police really be offering?
The Web postings are modeled after a similar site in St. Paul, Minn., which runs photos of johns and hookers. In eight years of postings, police there have never heard of a hooker using the Web postings to promote their sex-for-cash deals.
Plus, I doubt Peoria prostitutes have suddenly become that business savvy.
After all, for years, this paper has run the names of arrested prostitutes. Hookers could've shown those newspaper clippings and their driver's licenses to prospective johns: "See, there's my name in the paper, and there's my driver's license photo. I'm a real, live whore."
Plus, think about the marketing downside to prostitutes' sticking their mug shots into johns' faces. Some johns are indiscriminate crackheads, but others are blue-collar out-of-towners. It's poor business sense to tell a visitor, "Look, pal, I'm a genuine hooker. In fact, I'm so genuine, police have arrested me."
Do you lure customers by saying police have been sniffing around? You'd think johns would run the other way.
While police ponder Prostitute Marketing 101, they should put the hooker mug shots on the Web and see what happens.

North Valley residents fed up with prostitution
Drugs, crime have plagued Morton Square Park area for decades

PEORIA - Tim Herold and Lila Manion try to make it a point to know all their neighbors in the North Valley.
They know several prostitutes by name, can point out their pimps and can provide a list of license plate numbers from vehicles driven by "johns." They also know which neighbors sell drugs.
"It doesn't take long, when someone moves in, to see the behavior they'll have," said Manion, who lives on Jefferson Avenue near Morton Square Park, where prostitution runs rampant.
Peoria police say street prostitution has plagued the North Valley for more than 20 years. Historically, the city's main red-light district was located south of Downtown in an area known as the "Merry-Go-Round."
Police don't know what caused the nine blocks of Morton Square Park to become a site for prostitution activity. Maybe it was that many of the women who participated in the trade lived in the area. Or perhaps the location of it, being near Downtown and easily accessible off major streets, made it appealing.
Whatever the reason, it's been a long-term problem for the neighborhood and police, who throughout the years have conducted dozens of prostitution stings there.
Neighborhood annoyance
Though the 1600 block of Jefferson, where Manion has lived for more than 30 years, does not have the same reputation for pros-titution that Madison Avenue and Monroe Street do, the effects of the sex trade still trickle down.
The prostitutes arrange to meet their "company" in front of her house for a "date." They loiter there, disrupting the neighborhood with noise and dirtying it with litter.
"I've followed them, talked to them," said Manion of the prostitutes. "I've told them, 'I know what you're doing,' and asked them to leave.
"They need to move on and stop whoring in my neighborhood."
Seeing the women walk back and forth in front of his house in the 1500 block of Madison Avenue has become a common sight for Herold.
He's called the police several times. "The police can't arrest anyone for just standing on the street, but their presence helped make a difference," he said.
Once, more than a year ago, a friend staying with Herold took matters into his own hands.
"There's a john, a self-employed contractor, who drives by with his business name and phone number on the side of his van," Herold said. "We always saw him cruising the neighborhood looking for company."
The friend saw the van drive by and dialed the phone number to alert the business of the driver's actions.
"A woman answered and (the friend) said, 'One of your employees just picked up three known prostitutes in the company van,'" Herold said.
The woman replied, "'That's not an employee, that's my husband,'" Herold said.
After a few choice words, the woman thanked the caller and hung up.
"We didn't see that van for another six months to a year after that," Herold said. Recently, he spied the van back in the area.
Taking action
The threat of getting arrested seems to have little effect on johns and prostitutes; they just keep returning to the area, Herold and Manion said.
Last month Herold contacted Peoria police for the second time to try and convince them to start a Web site like one used by police in St. Paul, Minn., that publicly "shames" men and women involved in prostitution activity by posting their mug shots online after they are arrested.
Newly hired Peoria Police Chief Steven Settingsgaard applauded the idea. He later decided to post only the photos of the johns, so as not to benefit the prostitutes by alerting potential customers as to who they are.
On Tuesday, the department unveiled the prostitution link on their Web site, www.peoriapd.com. On it were the faces of five men arrested last Friday in a sting using a decoy female officer. Five more had been added by Friday morning.
The site had logged more than 16,000 hits as of Friday night.
"If you get rid of the johns, you take away half the trade," said Manion. "If they're afraid to be out there, to get caught and get their picture online, that's taking action, that's doing something.
"If you wait for prosecution, it may never happen. It's no deterrent."
Ongoing problems
Watching his neighborhood deteriorate in front of his eyes spurred Herold to become involved in the Detweiller Marina Neighborhood Association. That's where he met Manion.
"We have a lot invested in here and property values go down with increased crime," said Herold, who moved to the North Valley about seven years ago to refurbish a historic home. "I just want to be able to live in a safe, clean and quiet neighborhood. I shouldn't have to move to get that quality of life."
Manion agreed. "If the northwest areas of the city can have quality of life, then we can have it here."
Manion said she's contemplated moving out of the area several times because "the number of bad people far outweigh the good."
"Most of the neighbors don't care about anything unless it's directly affecting them," she said. "It's mentally, physically and emotionally exhausting to deal with if you're one that cares."
Manion also listens to a police scanner. "It's been quieter in our area, especially this summer," she admits.
She has no sympathy for the prostitutes. "(The women) put themselves there," she said. "I lack caring for them because of their destructiveness.
"When you're an adult you have different responsibilities. I don't believe it's all because of something they've gone through in their life. It's a choice. I don't think they could work an eight-hour day. This is an easy job."
Manion does admit the root of prostitution comes from the women being hooked on drugs.
She and Herold want to see the faces of drug dealers next to the "johns" arrested on the police department Web site. That way the public could call police when they see these people breaking the law.
"Ninety-nine percent, if not all (of the prostitutes), have a drug problem," Herold said. "All their money goes to drugs."
But until more can be done to solve the city's drug problem, the pair say there are always going to be other problems associated with it, like prostitution.
"You have to put your foot down and say this is enough," Manion said. "(The problem) is beyond what I can do. The only ammo we have is the police and the State's Attorney."

Info current as of early December, 2004. The Peoria situation is ugly and unfortunate. Six black prostitutes with drug histories have been killed and dumped in isolated areas of Peoria and Tazewell counties since 2001. So most of the black prostitutes have left the street corners, but the white girls are still out there. The police are saying when the killer runs out of black girls, he will prey on the white ones, but the girls still take their chances. Prostitution reportedly takes place in the North Valley neighborhoods around Morton Square Park. A girl is known to sit on the front steps of a home on the 800 block of Madison Avenue. The police have conducted stings, so between that and the serial killer, prostitution has declined. Women tend to stick with their "regulars." Many of the women have friends take down license plate numbers and vehicle descriptions. Rumors abound that the killer drives a white pickup truck, so those vehicles get long stares and suspicious looks. That's the Peoria situation. If you have information that could lead to the arrest of this killer, please provide it to the authorities. It seems that a 26-year-old two year veteran of the Bloomington, Illinois PD named Joseph J. Kavanaugh was getting free favors from a local prostitute in exchange for not busting her. It turns out she has a few busts for prostitution. At one point she had sex with the officer in a place called White Oak Park. Not known if that's a place where SW's in Bloomington normally go with johns, somebody else will have to give a report. At least we know (thanks to the reports about Kavanaugh) that there is prostitution activity in Bloomington. They were working out of a apartment building at 1024 15th Avenue, a little two story building. The owner of the building was charged. The women were 33, 28, 53, [ewww], 36 and all from East Moline except for one with no address. Drugs there, too. Police say they watched the building for two months with video cameras and said they might go after customers. This is the only prostitution in East Moline anybody can recall, and it puts East Moline on the world sex map with this cherry popping post.
