Carlsbad massage parlor apparently closed, early June, 2005. Carlsbad is about 30 miles from downtown San Diego.
A massage parlor that had been raided three times by undercover police who alleged they were propositioned for sex by the shop's employees has apparently closed.
Two large black trash bags covered the business sign Tuesday on the lawn at Healthcare Carlsbad, 2712 Jefferson St. The neon "Open" sign was switched off, and a hand-written sign on the back door stated "Sorry, we are close (sic)."
No one came to the door at the business, and no one answered the telephone.
The massage parlor's owner, xxx of Alhambra, requested a hearing with the Carlsbad city manager last month after police Chief Tom Zoll issued an order April 29 for the business to shut down because of various municipal, penal and health-code violations. The hearing works like an appeal, in which an independent judge will listen to reasons to stay open and render a decision.
Zoll said Tuesday that despite the business's apparent closure, the hearing remains scheduled for June 22. He said it would only be cancelled if the business surrenders its business license.
"We have no idea," Zoll said about the apparent closure. "We don't know if it's all cleared out inside."
The police chief said that while the business appears closed, it could reopen at any time before the hearing.
Carlsbad police Lt. Bill Rowland said the closure may be related to another prostitution arrest last week at the business. An undercover officer was sent in to Healthcare Carlsbad about 2 p.m. June 1 as a follow-up to the investigation, he said.
"He went in for a massage and was offered ---- how do we say it in polite society? ---- 'full service' for additional money," Rowland said.
Police arrested xxx, 48, of San Gabriel on suspicion of soliciting prostitution, he said. Previously, police also arrested xxx, 41, of Alhambra on Feb. 16, and xxx, 41, of Rosemead on April 21, both on suspicion of soliciting prostitution, he said.
Officers also cited the business last week on suspicion of violating more municipal codes such as lighting and keeping the customer covered, Rowland said. Previously, the business has also been cited for various health and municipal code violations, he said.
Neighbor Scott Jones, [whose mother starred in The Devil In Miss Jones] 55, who has been a vocal opponent of the business, said Tuesday that it appeared the owner quietly closed up shop last week sometime after the third arrest.
"Now it seems to be back to normal, I hope," Jones said of the neighborhood.
Residents expressed disgust at the alleged prostitution, particularly because it took place in a small house amid a mostly residential area where children play nearby. They said it was obvious to them what was going on at the house by the number of male customers who would often park down the street from the business, apparently to avoid an association with it.
Jones said after the second arrest in April, it appeared that the massage parlor owner did alter the business practices because men would go to the back door and then turn back to their vehicles within a minute. He said the business appeared to go from about four customers an hour to four customers a day, but that changed again about two weeks ago when neighbors noticed new faces again and more customers.
Other residents in the neighborhood seemed relieved to have the business closed.
Yet, Jones said he remains angry with the city manager's office because he thinks the city staff dismissed his complaints and forced the neighborhood to deal with the sordid situation since December.
"They should have gone through the (hearing) thing back in February when it was first busted, not go through three different busts," Jones said. "If it was (City Manager) Ray Patchett's neighborhood, this never would have happened."

"We have 151 miles of road in National City and will spend $3 million next year fixing them," Zapata said. Later this month, an engineering consultant will evaluate city roads, street by street, and take soil samples of problem pothole areas. An estimate of repair work and cost will be submitted to officials in June and work could begin as early as August, said city civil engineer Alberto Griego.
