OAKLAND, early June, 2005 - The pictures were supposed to say it all about the city's get-tough stand against men whose solicitations feed the growing problem of prostitution along International Boulevard and other troubled pockets of town.
But when city officials on Wednesday unveiled five billboards intended to shame these "johns" away from the prostitution trade, it was difficult to tell if the message was "We've had enough" or "We're giving you a second chance."
As City Councilman Ignacio De La Fuente and other officials promised months ago, the billboards carried the mugshots of men convicted of soliciting prostitutes in Oakland. But to appease lawyers and community groups resisting the campaign, the city decided to blur the men's faces to give them a final warning.
"When we announced this billboard campaign it created quite a scare," De La Fuente said. "Just the threat has generated a lot of attention. We blurred the faces to give them one last chance."
De La Fuente acknowledged legal threats associated with putting up the unadulterated pictures, but said the blurring was prompted by community groups requesting moderation.
"We have the real pictures, and we are serious," he said. "Next time, we're going to use them."
City officials say drastic measures are required to deal with a growing prostitution problem, particularly involving under-age girls pulled into the sex trade. Some groups say that as many as 300 girls under 18 are involved in prostitution in Oakland at any one time.
"The problem is massive," said Joy Brantley of the Scotlan Youth and Family Center in West Oakland, which helps people who resort to desperate measures, including prostitution. "They're 12, they're 13, they're in high heels. ... They don't have role models and they're supporting younger siblings."
The campaign unveiled Wednesday is coupled with several initiatives in the city to reach out to girls and help them find a way out of the sex trade.
The City Council voted last month to set aside $225,000 annually from a violence prevention parcel tax passed last year to hire outreach workers to help young prostitutes. Ads on about 20 bus shelters across the city appeal to these girls to seek help through a network of community organizations that aim to ease their burden.
Oakland police, meanwhile, pledge to go full force after men who lure girls into the sex trades and those who engage their services in troubled pockets of Oakland, including bustling International Boulevard where many of the new ads are going up. Through sting operations and other measures, the city police are pulling in nearly 20 men a week for soliciting sex on city streets, police Chief Wayne Tucker said.
"We're going after the johns and pimps exploiting women in Oakland with every weapon we have in the arsenal," De La Fuente said. "And we're also reaching out to the young women who need help with compassion and caring."
