Massage parlor sting started with resident
Early June, 2005
A Scottsdale police sting on massage parlors that resulted in two arrests began after a resident initiated a private sting of his own, a police report shows.
The report, released this week, describes how an anonymous police source identified only as "Robert" became concerned when he saw a topless woman escort a man out of Golden West Therapeutic Health Center, 8440 E. McDonald Drive. [Robert apparently also goes by "Special Robert" with the big red adult sized three-wheeled tricycle]
Robert told police that after he walked into the business and asked for a massage, a therapist pointed at his lower body and asked him if he wanted anything else. He said no and got dressed, the report states.
"Robert stated that he was now upset and told the girl as he was leaving that someone should investigate the business," the report states.
Based on the complaint, police began looking into that business and another that Robert said the therapist mentioned, Fang’s Healing Center, 7140 E. Sixth Ave.
Police eventually arrested 37-year-old xxx on suspicion of prostitution and 41-year-old Xxx on suspicion of prostitution and running a house of prostitution.
On April 28, an undercover detective went into Golden West, where Xxx greeted him, the report states. He agreed to a halfhour massage for $40, the report states. The detective laid down on a table and draped a towel over himself. Xxx removed the towel, made motions that signified oral sex and said it would cost $150, the report states.
Police served a search warrant at Xxx’s home in a gated community near Pecos and McQueen roads in Chandler. The seizure included $38,500, a sport utility vehicle, a minivan, a car, computer equipment, business documents, several identifications and passports.
Xxx told police that she found out about the massage therapist job by replying to a newspaper ad in Los Angeles, the report states.
An undercover detective also visited the Sixth Avenue business on April 28. He paid $40 for a massage from xxx, the report said. She then told the detective she had a tattoo, the report states. When he asked to see the tattoo, xxx said it would cost $100 and that the price would include a sex act, the report states.
After her arrest, xxx told police Xxx managed operations at both locations, the report states.
Police contacted a California man who said he was the owner of the businesses. The man, who said he did not condone sex acts at the massage parlors, might be charged. Police declined to release his name.
During a police interview, xxx was asked how the owner — if it was true he did not allow employees to commit sex acts — justified credit card charges for a $30 massage with a $100 tip.
"She replied that he did not ask questions," the report states.

Police are boosting efforts to find and close a growing number of massage parlors in Scottsdale that are really just houses of prostitution.
Investigators are going after the owners of these businesses the same way police target organized crime, said Scottsdale police Lt. Steve Gesell, who is commander of the special investigations section.
"You want to operate in Scottsdale, not only will you end up suffering criminal penalties but we’re also going to seek civil remedy as well to seize all illegal assets," he said.
The number of illegitimate massage parlors in Scottsdale has risen in the last three years, Gesell said. "The numbers have just have exploded in the last couple of years," he said. "And the complaints we receive are really indicative of the scope of the problem."
One recent Scottsdale case resulted in the arrest of 37-year-old [female, asian] [like the author of the article] and 41-year-old [female, asian] on suspicion of prostitution and running a house of prostitution. Police made the arrests last month after an eight month investigation.
Police recently served a search warrant at Xxx's home in a gated community near [specific location] in Chandler, Gesell said.

Police expect more indictments and seizures in the case.
The prostitution operations tend to involve foreign nationals, including mainland Chinese nationals in this case, Gesell said.
Gesell wouldn’t put a number on the amount or identify the locations of illegal massage parlors, but said "many of them are owned by the same people or the same organizations."
Gesell emphasized that despite the problem, not all massage parlors — and not all Asian massage therapists —are connected with prostitution.
"Certainly an ancillary goal of ours is to protect the legitimate massage therapist," Gesell said. "These are just merely prostitutes operating under the guise of being massage therapists."
Anyone who has information that could help police identify or close illegitimate massage parlors is asked to [put a cork in it]

This place is near the University Medical Center right near the campus. The website of the spa featured profiles of the "angels" with details about their physical attributes and personality. The state of Arizona is getting set to take over massage parlor therapist licensing from local cities on January 1, 2004. Several local cities, including Mesa, Scottsdale, Peoria and Chandler are beefing up business permit requirements in order to, how to say? keep their fingers in the message therapy issue. Chandler will require massage establishments to maintain logs of all therapy administered and allow police inspection. All business applicants will have to be U.S. Citizens. Employees must be fingerprinted annually, and those records will be checked against state and federal crime logs. The owner of Massage Envy salons in Chandler and Tempe says the new regulations are not a burden. Unknown what kind of place Message Envy is, but clearly trying to position itself as legitimate, so my suggestion would be don't waste your time.
