If you're looking for pay-sex in the Czech Republic, you don't need to search for a particular city. The WHOLE of the Czech Republic is essentially one big brothel! I would describe Czech as your average German businessman's second home, or home away from home.
Czech towns near the German border display blatant signs everywhere. It's nice and easy to find the brothels at night because they display neon signs that can be seen from the main roads leading into the towns. The institutionalization of the sex industry in Frankfurt has made paid sex no different in customer-supplier terms than say, buying a BigMac in McDonalds. Budapest is not the best or safest place to buy sex. Be careful as it's pretty much the most crime-ridden city in Europe, especially when it comes to bars, night-clubs, etc ripping off customers and then threatening them with huge bills.
Normally any strip club will provide girls for sex if you're willing to pay the extra, which is normally not cheap. About 120 Euros for an hour. In Budapest, check and always bargain & agree prices up front (even for drinks) as the "Hungarian method" of making money in modern Europe seems to be to rip-off and threaten the punters. Safest thing is to ask to take the girl back to your hotel and pay the bribe at reception for the privilege.
In the end I got an OK-ish shag from a 19yrs girl from a strip club near the Museum-place Accor hotel for 120 Euros for an hour plus the hotel-room bribe.

I did not stay very long in Krakow but thanks to worldsexguide.com, it was easy to locate the addresses of the main brothels on my street map of Krakow. Thank god for my favourite website (this one) which has made so many a trip more pleasant across Europe.
Walk up Dluga Street from the center of Krakow and you will see a sign on the left to the brothel. Hookers are very good value for money, but mostly over 25 and Russian/Ukranian. Cost is only about 30-40 British pounds for an hour. If you want higher-class, I'm not sure if the strip clubs provide girls for sex but I would say probably. Asking taxi drivers normally pays off as they are usually the main source of "local knowledge" in Eastern Europe.
I would recommend Krakow above Budapest or anywhere in Czech as it's much safer and friendlier, whether you're looking for sex tourism or not. (Review # 23944)

I stayed at the Travel Lodge in San Isidro. There was a dump a bit further down the road called the Holiday Motel that may have been cheaper but the room at the Travel Lodge was very clean so I didn't bother checking the price. I started walking into town and when a got a safe distance from the police, I checked my wallet and found out the police took my cash (not much, about $50). The Mexican police are penny ante thieves, so avoid them if you can.
Anyway, I went back to the hotel, got more cash and drove into TJ. No more walking for me, especially at night.
I parked in a lot on Ave Revolucion and walked down 1st street and then down Ave Constitution. I met a nice girl named Candy. We negotiated $20 + $5 for the room. She was pleasant, good looking, very young and well worth the money. We had sex and I thanked her and walked back to the car and drove back to the USA. Copacabana Beach in Rio is a great place to buy sex, no doubt about it. However, when I went there in April 2008 it could not really be considered a "buyers market" in the strict sense! Many American sailors arrive there frequently along with the usual American sex tourists. For example, I found out when I was there that a U.S. Aircraft Carrier with about 4000 sailors docked. A couple of days later an American cruiser also arrived. The girls in Rio are not stupid. When they find out 5000 randy American sailors are visiting, all the prices double at the very least.
Yeah, it's true these Brazilian girls want sex as the ratio in Brazil is about 3 females to 1 male, but if they can get a load of money thrown into the bargain, so much the better is their line of thinking. They're poor but not stupid :-) Also bear in mind Brazil is a Catholic country so the girls are not as blatant about selling sex as in say, Thailand or Holland.
Now down to more quantitative specifics:
The "HELP" night club along Copacabana beach is said to be one of the biggest brothels in the world. It is good, but you have to bargain with the girls. I managed to get a nice one for 250Real for the whole night (about 90 British Pounds). The girls don't just do it for the money like in Germany & Holland. They love the sex! That is, as long as you don't look like Homer Simpson or that guy in America who weighs 70 Stone.
Towards the end of my stay in Copacabana beach, I got a leaflet off some guy handing them out in the street for an establishment appropriately named "Club 69". This place was a bargain! Even though full of American sailors, it was only 10Real to get in and included 3 drinks. I only paid 150Real to take a totally stunning 19yrs girl back to my hotel for 1 hour for the best shag ever (that's only about 40-50 British pounds).
As a final note of caution, bringing girls back to your hotel room will entail bribing the reception to bring a guest to your room (about 40Real). I tried to play the card "I ticked 2 adults when I booked the room" but, alas, that didn't work. Go for a cheaper hotel as I've heard the expensive ones won't allow it at all.
All in all, I would say Rio is number 2 on my list for sex tourism, Thailand (Bangkok & Phuket) being the number 1! (Review # 23940)
