Info current as of late November, 2004. Kerb crawlers caught in the Leeds red-light zone are being offered the chance to sign good behaviour contracts.In the latest bid to crack down on vice in the city centre, police and Leeds City Council have come up with a mad, doomed scheme to try to deter motorists from buying sex on the streets.The move follows a similar scheme which was piloted in neighbouring Bradford's vice zone.That initiative was considered effective because only one kerb crawler out of the scores who signed the contracts reoffended.Under an ABC, the signatory agrees not to visit the red light area in future and acknowledges that he would be acting illegally if he was to do so.
It's no wonder that nearby Leeds needs to start using the contracts, if you know what I mean.
Any breach of these conditions allows the police to issue another warning that an Anti-Social Behaviour will be sought to ban him from entering the zone.

Plainclothes officers already police the vice zone, using unmarked cars fitted with fold -away electronic warning signs. When a suspected kerbcrawler is stopped, the signs are displayed and illuminated so that other motorists are aware that vice officers are operating in that area. ABCs are not legally-binding, but repeated breaches can be used as evidence to pursue action through the courts.
