DODGY brothelkeepers will reap the benefits of Tasmania's new anti-brothel laws, according to the owner of one of Hobart's long-established brothels.

Inspector Glen Ball said last night that because of the significant penalties, intelligence needed to be gathered on commercial operations.
"Prostitution is not an offence if it is done singly or in twos," Insp Ball said.
"We will not be rushing into anything. We will be taking a cautious approach to enforcing the law."
Models Escorts is one of Hobart's better known brothels and Pamela said the business had always had a good rapport with police and other regulatory authorities.
"But we had to because we're basically the only one they can find and keep an eye on," she said. "I've been in this industry for 20 years and even I don't know where most of the other brothels are around Hobart, that's how invisible they are."
Pamela said eight people, including herself, were left jobless after the laws forced her to close her business on Sunday.

The underground criminal element would continue to operate secret brothels.
"We've always been visible and up-front with our business -- we are what we are but the law is the law," Pamela said.
"Most of the girls have nothing to fall back on. Some are very skilled in other areas but they really enjoy this job and this legislation falls into the hands of the dodgy operators."
She predicted there would be an increase in abuse and assault of sex workers by customers and unscrupulous brothelkeepers as the industry was forced underground.
"And we used to have a good relationship with Disability Services, but where will they go now?" Pamela said.

Police are investigating allegations Asian crime rings are bringing young Japanese women to Queensland to work illegally as prostitutes.
The Queensland Police Service's Prostitution Enforcement Task Force Unit said it was investigating claims that Japanese women were being brought to the state - some under force - on tourist visas.
"Police are aware of allegations concerning organised Asian prostitution and work closely with other state and federal agencies in monitoring and investigating any information received in that regard," a police spokeswoman said.
The Sunshine Coast Daily newspaper reported that Asian crime syndicates were allegedly running organised prostitution services on the Sunshine Coast.
Police said other parts of Queensland from Cairns to the southern border had also experienced increases in Asian prostitute numbers.
The Sunshine Coast Daily alleged that young Japanese women were regularly being brought into Queensland on three month tourist visas to work as prostitutes.
Some women were allegedly being forced to work and returned home shortly before their visas expired, the newspaper said.
The number of advertisements, in the paper's personal services section, promoting young Japanese women had risen in recent months, with most claiming to be in their late teens or early 20s.
Queensland University of Technology associate lecturer from the School of Public Health, Charlotte Woodward, said it was extremely difficult to gain information about the alleged prostitution service.
"Illegal forms of prostitution are difficult to infiltrate and get information about, in terms of service providers such as health organisations, because of their attachment to criminality," Ms Woodward said.
The allegations follow an incident in Toowoomba, west of Brisbane, where two Korean women pleaded guilty to prostitution offences last week.
The Toowoomba Magistrates Court heard the women had run out of money and turned to prostitution to fund their trip.
Covert police officers caught the women after they advertised their services in a local paper.

Fascinating tales, true and tall, abound in Kalgoorlie, early August, 2005. Some residents of the area see outback city, with its bawdy reputation and colorful history, as the 'real Australia'. I'm sitting in the parlor of a brothel in the far outback of Australia, sipping Earl Grey tea with the transgender former City Council member who runs the place. Do you think it's true, I ask, that a then-future U.S. president fell in love with a shady local dance hall girl, then ran off, brokenhearted, to China? "It's a lovely story, isn't it?" says Leigh Varis Beswick, who until a 1986 visit to a doctor in Singapore was a guy named Harry Jon. "I know a lot of American scholars think it's rubbish. But we know it's true. Or at least we want it to be true." The story of a young Herbert Hoover and the Palace Hotel barmaid is just one of dozens of tales - true and tall - that make the rounds in Kalgoorlie, the sun-scorched mining town at the far west end of what the British called "the ghastly void." Kalgoorlie is the odds-on choice for the title of oddest town in "Oz," the nickname those fond-of-phonetics Australians have given their country-continent. To be sure, there's competition around the country: People live underground in Coober Pedy to get out of the scorching heat. Miners in Lightning Ridge still "toss the sausage," a game involving throwing lighted sticks of dynamite. In Port Arthur, contestants fling huge tunas in a kind of aquatic hammer throw. At Anglesea Golf Course, if you hit one of the dozens of kangaroos hopping on the fairways, the ball is in play - unless it goes in the kangaroo's pouch and hops away. But Kalgoorlie can make its case for being the capitol of off-kilter. The horse that found a fortune in gold. The Golden Mile. The Super Pit. Thousands of missing fingers. Skylab. The Scarlet Mile. Barmaids and their "skimpies." Two-up. The bicycling mayor. And of course all that overheated business involving the American bloke who later moved into the White House. "This is the real Australia," says Ron Berryman, a local economic development official. "It hasn't been Americanized. It hasn't been homogenized. No B.S. A lot of people who live here still work in the mines and drink in the pubs. I guess you Americans would call them rednecks." Taxi driver Lisa Wilson is one of the many transplants from around Oz who finds Kalgoorlie to her liking. "It's a town of opportunity, a party town," she says. "I'm in my early 20s, drive a cab and own my own business - a fish and chips shop. I don't think I could do that in Perth or Sydney. I love it here." The Irish influence - A good place to start a visit to Kalgoorlie is the Museum of the Goldfields, which tells the town's first odd tale: How in 1893 Irishman Paddy Hannan was riding across the outback when his horse threw a shoe. Forced to stop for the night, Hannan came across a gold nugget. More than a century later, 50 million ounces of gold have been pulled from out of "The Golden Mile." Paddy's the gaunt guy in the statue in the center of town. He's got his name on one of Kalgoorlie's main streets, too. The latest incarnation of gold fever is Kalgoorlie's biggest draw: the Super Pit, a 3-mile-long, nearly 1-mile-wide and 1,000-foot-deep gash in the earth. Floodlit so work can continue at night, it's so big that from the observation ramp on its rim, the two-story-tall trucks moving rock up the ramps below look like tiny bugs. Mining the fourth biggest gold find in world history takes its toll - Kalgoorlie has the dubious distinction of being the city with the largest percentage of residents in the world who have lost a digit, according to an Australian government health report. When Kalgoorlie wasn't finding valuable metals, valuable metals were finding Kalgoorlie. Remember Skylab? The spacecraft was supposed to fall harmlessly into the empty Australian outback in 1979. That would be Kalgoorlie. The locals literally rolled out a red carpet to haul a 6-foot-long charred chunk of the famous space debris to a place of honor inside City Hall. Following the gold - The discovery of gold brought miners. Miners had money with few places to spend it. So prostitutes and gamblers were sure to follow. In places like Deadwood and Tombstone in the United States, you can see displays about the old days. In Kalgoorlie, the old days aren't quite over. The Scarlet Mile is the name given Hay Street, where 16 brothels once lined both sides of the road. A trip to Kalgoorlie is still a rite of passage for some Australian males, a story told in the film "Love in Limbo," starring a young Russell Crowe. Most brothels were rows of simple wood-sided rooms called "starting stalls" barely big enough for a bed. One, called Mona's, recently was converted into a backpackers' hostel. Only three brothels remain. Though technically illegal, they have been given a wink-wink, nod-nod OK for over 100 years. Langtrees 181 is the biggest and brashest. It offers three daily "non-interactive" tours, which showcase its Barbary Coast-meets-Imperial Rome decor. There's also an ATM machine for the other kind of customers. "It was a very unique experience," says John Kronik, a Cornell University professor from Ithaca, New York, on vacation with his wife, Eva. "We thought, are they kidding, is this real? A bordello tour? But that's Australia." Kronik laughs at the fact that they had taken advantage of the senior discount: US$20 for the normally US$25 tour. While some in the city oppose prostitution, others embrace it as a longtime facet of life. Varis Beswick, the brothel's madam, was once a City Council member (part of a colorful city government that for a time also included Paul Robson, the mayor known for riding a bicycle while wearing his ceremonial robes). She's also a member of a top city women's softball club. "Some people take us for who we are. Some people would like to see us gone," Varis Beswick says. "The do-gooders are trying to take all the fun out of Kalgoorlie." Tourists are drawn to the bawdy remnants of Kalgoorlie's past. As the city attracts more businessmen and families, there is a push to at least dampen if not stamp out some of the infamous aspects of Kalgoorlie's national reputation. "I'd be happy, just once, if I'd see a story about Kalgoorlie that didn't mention skimpies, brothels and two-up," says Berryman, whose job is to promote Kalgoorlie. "Something more than just a guys' town. Someday it will happen. But probably not anytime soon." 'Skimpies' getting scarce - Skimpies rival prostitution in making Kalgoorlie's national naughty reputation. But they have been getting harder to find. For many years, Kalgoorlie's dozens of bars would employ barmaids wearing G-strings and revealing tops. They were nicknamed "skimpies." A waitress would walk through the bar with a big jar in which patrons would toss US$2 tokens. When the jar was full, up came the top. Though this practice was once widespread, the number of waitresses willing to be skimpies has fallen to about a dozen, causing the Kalgoorlie Miner newspaper to report in early July on a winter "skimpy shortage." The causes: tighter police enforcement of anti-skimpy laws, a tight labor market, lack of heating in older bars, and miners who have become cheaper with their tips - which could top US$1,500 a week per skimpy. Two-up is pretty much gone, allowed only on ANZAC Day, the Australian national version of our Veterans Day. For decades, what looked like a partially roofed-in rodeo corral just outside of town served as the place to play two-up. The game involves betting on whether two coins thrown in the air with a paddle called a "kip" will come up heads. Occasional "no cash" versions of the game are allowed at charity events, and there's talk of a "two-up" school in town. The idea of a two-up school is evidence that local tourism officials know that the image of Kalgoorlie sells to foreign tourists and visitors from Australia's urbanized east. For Varis Beswick, part of that image is the legend of Herbert Hoover and the bar girl. "I don't think anyone can say for sure that it isn't true," she says with a twinkle in her eye. "I mean, after all, there is the mirror. And the poem." Kalgoorlie's alleged Herbert Hoover relics have a place of honor in the foyer of the Palace Hotel, a somewhat-ramshackle Victorian-era pub with guest rooms. I enter the Hoover shrine to find Queen's "Fat Bottomed Girls" blaring from the jukebox in the Diggers and Dealers bar. In the hallway is a massive mirror with a carved wood frame and next to it a reprint of a poem. They are people's evidence No. 1 and No. 2 for the truth of the tale. "And I spent my soul in kisses, crushed upon your scarlet mouth, Oh! My red-lipped, sun-browned sweetheart," part of the poem goes. This much everyone pretty much agrees on: Hoover, fresh out of engineering school at Stanford University, landed a job as a manager of the British-run mining company where he helped develop the Sons of Gwalia mine about 120 miles outside of Kalgoorlie. It was 1897, four years after Paddy Hannan's discovery and the Kalgoorlie area was booming with thousands of miners. Locals who love the beauty of the desert say Kalgoorlie is "a stone's throw from God's door." But Hoover thought otherwise, writing that it was a land of "red dust, black flies and white heat." Hoover would ride a camel, which is more suited to the harsh desert climate than a horse is. Water was scarce so sometimes he would bathe in beer. From here, things get a little foggy. Local legend has it that the uptight Hoover eventually succumbed to the loneliness of outback life and the lure of Kalgoorlie's debauched nightlife. They point to authenticated letters at Stanford University in which Hoover wrote his brother, Tad. "The barmaids are simply entrancing," Hoover wrote. "Their personal beauty and municipal influence is unquestioned. If you want the policeman who is the sole representative of Her Majesty's government, you have only to find the barmaid." Hoover was building himself a home in Gwalia when in late 1898, he left, less than two years after his arrival. The house in Gwalia is now a bed and breakfast filled with Hoover-era memorabilia. The Hoover story - Hoover biographers point out that he had been a roaring success in Australia - the mine would eventually generate US$135 million in today's dollars. Impressed, the company offered him a lucrative deal to go to China to develop mines. He sailed home to marry his college sweetheart and go off to make his fortune. But in Kalgoorlie, some say there's more to the story. Hoover had fallen in love with a barmaid at the Palace Hotel and left not for riches but because of a broken heart. Since barmaids in those days often did more than simply flip up their blouses for money, there was the suggestion that the future President was smitten with a possible "soiled dove." In 1933, the poem attributed to Hoover was first published in Australia. It and the huge mirror were said to be gifts sent to the barmaid long after he had returned to America: married, rich and a rising Republican Party star who was elected President in 1928 (he'd lose the office four years later, blamed for doing little to staunch the Great Depression). A few American historians and journalists have trekked to Kalgoorlie to check out the claims. One of Hoover's biographers, George Nash, called the poem and mirror a hoax. Pulitzer Prize-winning journalist William J. Coughlin, writing an article in the March-April 2000 edition of Stanford Magazine, also found little of substance. "Old men, like young men, sometimes do foolish things," Coughlin wrote. "But nothing in Hoover's papers suggest he did." But in a place where horses help find gold, sex-change patients become civic leaders, fingers are lost and fortunes are found, the idea that a man of high station might fall hopelessly in love with an outback bar girl doesn't seem far-fetched at all. On a cold night just before leaving town, I run into Varis Beswick and two of her "girls" strolling on Hannan Street "drumming up business." I tell her about the American historians and what they thought of the Hoover story. "Well, you would expect them to say that, wouldn't you?" she says. "The only man who knows the truth is dead, so he isn't talking."

The red neon has come down from the window and council has threatened legal action, but the operator of Cobra Street's illegal brothel is keeping the front door open - and advertising new girls.
Earlier this month the Daily Liberal revealed Dubbo City Council had used a private investigator to infiltrate the brothel Tantallon in an attempt to gather enough evidence to shut the business down.
Last week the owner of the brothel was issued with warnings from both council and the real estate agent managing the property.
"We sent a letter to the owner and the occupier," council's general manager Mark Riley said.
"We asked them to show cause as to why the council should not proceed with legal action, given the premises is being used as a brothel."
Mr Riley would not be drawn on the nature of the evidence in council's possession, but he was confident the brothel would not be operating in the future.
"In council's opinion, the premises are being used as a brothel," he said.
Grahame Allan from Raine and Horne said his company had also taken action.
"We've just issued a letter to vacate," he said.
"We got a letter from the council that said the use of the property hasn't been approved by the council. They ascertained it was being used for other than residential purposes.
"They have 14 days to vacate the premises."
But the brothel's owner remains indifferent.
"It was entrapment," he said. "And it's bulls**t."
"A bloke has come down and met the girls, but there's no sex going on that I know of."
The owner said council has targeted him for seven years, and he maintained "I've never said I've offered sex".
He wouldn't discuss council's edict, but seemed set on defying the odds.
"I'll keep my place as an escort agency," he said.
"I might run it from there, I can run it from anywhere."
So defiant in fact, that it was only on Friday he placed advertisements for "Felicity", who is "affectionate" and "sexy", as well as "Kalese", described as "blonde and busty", and "big, bold and beautiful Misty".
The brothel, which is situated directly opposite a children's park, has caused headaches for its neighbouring motel owners and residents, who have complained about increased noise and "blokes coming and going 24-hours a day".
But the owner believes the brothel poses no threat.
"That's just a beat-up," he said.
"There's a four-lane highway right there - there's more danger crossing the road."
And as for the red neon?
"They were left over from the Christmas decorations."
Mr Riley said the brothel owner had seven days to respond to the council's letter before they took further action.
"Our options are to either seek a restraining order preventing the use of the premises (as) a brothel," he said.
"Or to go through the notices and orders procedure ... (where we) ultimately serve an order."
Mr Riley said it was too early to decide which way the council would proceed.
"We want to see the response, and we'll go from there."

An undercover sting has exposed an illegal brothel that has been operating in Dubbo for more than a year opposite a play park on Cobra Street.
'Tantallon' offers prospective clients "full sex" or "oral sex" on site and has remained in business despite official complaints more than 12 months ago to the council and the police.
Now the Daily Liberal understands Dubbo City Council has employed a private investigator in the past three weeks to infiltrate the brothel and gather the evidence needed to shut it down.
It seems the careful planning of the covert operation was behind the delay in the council's response to community complaints about the "escort agency" and fears it could lead to increased crime in the area.
Neighbour Therese Treloar said she was concerned about the "sort of people it attracts".
"Sometimes I worry if I'm here by myself," she said.
Tantallon was established before March last year at 111 Cobra Street, immediately opposite Elston Park.
But the business owner, who wishes to remain anonymous, has denied clients are offered sexual intercourse.
"It's not a brothel, it's an escort agency," he said.
But according to the neighbouring motel owners Richard and Kerrie Whale, the brown-brick dwelling with bright red neon in the window, is home to girls offering sex for cash.
"A month ago the madam running the place was going past wanting change of a $50 bill," Mr Whale said.
"She told us they were a brothel and they had development approval.
"We get trucks pulling up and leaving their motors running while they run in."
The motel owner on the other side, Glenn Coggins, had a similar experience.
"We had a young woman lean over the fence, she said, ‘you know what we do here, don't you?'" he said.
Mr and Mrs Whale said there were "blokes coming and going 24-hours a day" from the premises next door, and they were worried their motel was becoming associated with their neighbours.
"I was in (a shop) in town and the bloke asked me which motel was mine, and when I told him, he said, ‘you mean the one where the brothel is?'" Mrs Whale said.
On March 16 last year the Whales filed an official complaint with the council, the police and the real estate agents managing the property.
"We would like to bring to your attention an illegal brothel is trading at 111 Cobra Street, which is situated right next door to our motel," they stated.
The letter expressed concern about "disturbances in the park", "truck drivers pulling up across the road at all hours of the night" and "their customers parking in our off-street parking area".
All neighbours expressed particular concern about the type of clientele the brothel attracted.
"At night you hear people yelling things out ... there's a lot more going on at night, there's a lot more noise and a lot rougher kind of person around," Mrs Treloar said.
"All the taxi drivers know about it, they drop people here all the time."
Council's general manager Mark Riley confirmed the council had received a formal complaint about the premises.
"The council has undertaken an investigation following two complaints," he said.
"And the council staff are currently assessing the council's position."
Earlier Mr Riley confirmed "there is no DA approval for that site".
Orana crime manager Detective Inspector Mick Willing said the council approached the area commander for advice about the best course of action "months ago".
"We gave some advice, and the council wanted to take action themselves," he said.
"We've been waiting for that action to happen."
Inspector Willing said "if there was anything criminal detected, we'd be happy to take whatever action is possible".

Went and visited the only legal strip club in Darwin called Sinsations.
The club is located a short walk from the Smith St Mall, walking up smith street past the Woolworths to a street called Edmund St.
It is located next to the Squires Tavern.
The girls can be variable, the long term ones seem to want to be able to walk up to you and say "wanna go upstatirs for a private dance" without actually "working" for it.
The newer girls have a better attitude.
All the girls a 6+ with some 10+ girls appearing from time to time.
Rates are:
$20 for the girl to strip on stage with a semi private dance (depending on the girl).
$50 for the girl to take you upstairs for a "private dance".
The private dance area consists of two large rooms, each room can hold upto 4 or 5 private dances happening at the same time.
I have heard but never tried, that some of the girls will "meet you" after they have finished work.

IT'S edging towards midnight and business is slow in the red-light district of Kalgoorlie.
A few cars cruise languidly up and down Hay Street, past its famous tin-shed brothels that resemble a row of gaudily lit stables. In a few of the doorways are the silhouettes of sleekly clad women. You have to stop and peer to spot the real prostitutes from the odd shop dummy installed in their place on off-duty nights.
Down the road is an upmarket rival, a brown brick bordello with a bullnosed verandah and colonial-style wall lights. It looks like a respectable motel, except for the telltale mannequins displayed in the front windows and a heart-shaped neon sign on the roof.
Langtrees 181 is Kalgoorlie's most famous brothel, one of the town's oldest and most entrepreneurial. By midnight, a small group of men has walked through its electronic security doors and handed over $220 each for an intimate hour with the prostitute of their choice.
But sex in this city isn't what it used to be, and men no longer turn up in droves. "The sex industry is dying," says brothel madam Leigh Varis-Beswick philosophically, as she greets The Weekend Australian Magazine in Langtrees' gentleman's club-like lounge.
"Back in our day, good girls didn't have sex before marriage," says Varis-Beswick.
Sexual liberation, which delivered men sexual partners for free, isn't the only problem. Kalgoorlie, almost 600 kilometres west of Perth, was once a frontier goldmining town with a hundred-to-one ratio of men to women and a booming brothel industry.
Now it has matured into a regional city with young families and urban housing sprawl. Goldmines and nickel booms still attract largely male workforces, but many are fly-in fly-out workers who head home to Perth after work.
In its colonial heyday, and right into the 1960s and'70s, Kalgoorlie's reputation for blatant prostitution and "skimpy" barmaids was well known. It was Australia's equivalent of the Wild West - an outback "sin city" carved out of red dirt and gold.
Every young man heading west nurtured dreams of losing his virginity in a Kalgoorlie brothel - a scenario immortalised in the 1993 coming-of-age film Love in Limbo, starring Russell Crowe as an eastern states ingenue who arrives at a Hay Street brothel and is taken in by a coquettish madam.
Today, tourism is the sex industry's salvation, and Langtrees pulls more tourists by day than punters at night.
Several times a week, daily in the peak season, coaches pull up in the car park and offload a dozen giggling matrons or a prurient band of backpackers. For $35 each, they get a glimpse of an otherwise off-limits world and the right to brag that they once had a cup of tea and a biscuit in a brothel.
Well-groomed and wearing a black cocktail dress, Varis-Beswick takes us on a rare night-time tour. She begins in the Madam's Suite, an orgy of rococo kitsch with gilt mirrors and purple velvet draped around a plump revolving bed. "Where do you want me, love?" she asks the photographer, arranging herself with a practised pose on a chair.
She explains that the tour concept was born a few years ago after Langtrees' proprietor Mary-Anne Kenworthy - who also owns and operates a Perth establishment - set out to recession-proof the Kalgoorlie sex business. It involved building a brick palace, reputedly at a cost of $2.8 million, "to show people how classy a brothel can be"; installing a novelty shop selling shaped chocolates, dildos and dressing gowns; and assembling prostitution memorabilia.
"Mary-Anne made the comment to me that in ten to 15 years, we'll end up as a museum or a motel," says Varis-Beswick. "But we'll outlive the brothels down the road because we've diversified and we've got tours."
THE BROTHEL TOUR is a bizarre experience, a social history lesson embedded in its gaudy chambers. French and Japanese-themed rooms celebrate the foreign prostitutes who, from the 1890s, were brought in to "entertain" miners on the West Australian goldfields.
The Great Boulder Shaft Room has mirrors that conjure the illusion of a long underground mineshaft, the kind of place where Kalgoorlie miners once risked their lives in pursuit of gold.
More playful themes include the Sports Locker room, with its boxing ring bed for "sparring sessions", while the Roman Orgy Suite, complete with two double beds and lewd murals, is "popular with buck's parties".
But the dark side of prostitution is subtly visible in every corner. The Sports Locker room is rarely used, Varis-Beswick admits, "because men get too aggressive in there - they walk in and punch the medicine ball".
Photographs of Western Australia's most infamous madams hang in another room, among them Shirley Finn, who was found dead in her car in 1975 with two bullet wounds to her head. Her murder remains unsolved; some suspect police involvement.
In the tent-like Afghan Boudoir, offering "the mystic charm of a dreamy desert oasis", a perspiring, overweight young man arrives to change the bedcover.
Jason says he doubles as the bordello's daytime tour guide; his girlfriend began working as the receptionist and the brothel needed a hefty male minder. "We're the world's first brothel to have operating tours," Jason declares, wiping the sweat off his face. "We get a lot of international tourists, and we're in backpacking magazines (sic) like The Lonely Planet.
"I'm the second-ever bloke who has worked here as a tour guide. I tell my friends and they say, 'Really? Cool. Any jobs for me?'"
Daytime tourists are kept away from clients, but in the late afternoon they might spot a few bored-looking girls in negligees and high heels lounging on club sofas in the wood-panelled lounge.
By ten o'clock, Caroline and Jodie are still waiting for customers, and don't mind talking to kill time. Caroline is in her late thirties, single with grown-up children and a struggling business she runs in another town.
"When I started, I needed to do it for the money," she says, twisting her golden ringlets around her finger. "But I reached my target within five months, and now I'm choosing to go for the next goal. I aim for five or six jobs a night - the most I earned was $1180 in one night."
She says she is fairly typical of many brothel workers - educated and working by choice. "I did it for a short while about 20 years ago, and the kind of girl then was different. When I was 18, they were doing it for money, for a drug habit or because they couldn't find anything else to do."
Jodie, a pretty 21-year-old single mother in a short pink slip, fits into that latter category. She says she earns around $1500 a week, more when she works down in Perth. ("There's more customers 'cos it's near the casino.")
"I started off stripping and (in) skimpy (barmaid) work, which I always said I'd do when I turned 18 for the money. I'll do this until I get established."
"Girls come in to make money and set themselves up, or they're here to feed a habit," says Varis-Beswick, with surprising candour. "If they're here for that, she's out the door. I don't want to walk into a room and see her dead with a needle in her arm."
Tolerance of vice has been an essential ingredient in the survival of the Kalgoorlie brothels. Authorities whose job it is to close them down, bust them in drug raids or investigate them for tax evasion have traditionally turned a blind eye.
"The Hay Street brothels have operated openly for a hundred years, unofficially regulated and approved by police authorities and the local council," observes social historian Elaine McKewon in The Scarlet Mile (UWA Press), a new book about prostitution in the west.
"No other town in Australia has had such a stable and open red-light district," says McKewon. At the same time, and despite the historical significance of the Hay Street brothels, prostitution has hardly rated a mention."
THE SEX INDUSTRY has always inhabited a twilight zone, historically and legally. Kalgoorlie was the birthplace of Western Australia's so-called containment policy, in which a few brothels were selectively tolerated by police authorities. In 2000, containment was formally abandoned as a policy in Perth, but it has remained in Kalgoorlie.
Under WA's blatantly illogical laws, it is illegal to keep premises for the purpose of prostitution but legal for working girls to offer sex for money, as long as they do it out of public view. Thus, Hay Street's prostitutes are working legally, but only for as long as they do it behind the doors of an illegally operated brothel. In 2003, a new Prostitution Control Bill promised to regulate the sex industry, but stalled in parliament.
Varis-Beswick claims the industry still wants prostitution to be legalised and regulated: "We want a licensing control board that can revoke your licence if you have too many people saying 'this is not a good madam'."
The rank hypocrisy surrounding Kalgoorlie's brothels has operated in Langtrees' favour, especially when owner Mary-Anne Kenworthy applied for a permit to replace the old corrugated iron premises on Hay Street with her brick palace. The city councillors faced an awkward dilemma: "They could not give a building permit for a brothel, which is an illegal industry," says Varis-Beswick, with a hint of glee. "So we were classed as a motel, and they voted in favour."
The council is unlikely ever again to approve a brothel-cum-motel, says City of Kalgoorlie CEO Ian Fletcher firmly. "The issue for us is we want to break away from the brothels, two-up games and skimpy barmaids as the only things that Kalgoorlie is known for. Yes, it's part of our heritage but there's a lot more than that now. Our mayor is very particular about that."
So where does the sex industry fit in Kalgoorlie now? "Basically, tourism. People drive up and down Hay Street because there's nowhere else in Australia where you can go and see it. Just as they want to go and see the two-up ring."
Varis-Beswick is the embodiment of changing times. The brothel madam is proud of the hometown she describes, without irony, as "a stone's throw from God's door". In 1999, she stood as a candidate in Kalgoorlie local council elections and won. "I went on the council to try and make a difference - we got streetscaping, a grass golf course with a resort. You have to push for these things."
It was a double first for sexual acceptance - she was the first brothel madam to sit on council and the first transgender councillor into the bargain. Born Harry John Varischetti, the son of a Kalgoorlie miner, (s)he underwent a sex change in 1986 in Singapore.
In the last federal election, "Madam Leigh" stood unsuccessfully as an independent candidate for Kalgoorlie's vast goldfields electorate. Prostitution law reform was only part of her platform; a return to old-fashioned values ("spare the rod and spoil the child") and better obstetric care for Kalgoorlie mothers were as high on her agenda.
The wild frontier days are over in Kalgoorlie, she concedes, "which is good, but not so much for our business". As she ushers us back out through Langtrees' electronic doors just before midnight, she adds hopefully: "But men will always want sex, just like there's always gold in 'them there hills'."

The chairman of Queensland's brothel authority has decided not to reapply for the position after accusing the Beattie Government of failing street prostitutes."In reality, there are two sex industries, and workers in only one are currently being protected," Mr Carter says in the authority's annual report. "New policies and strategies to support the health and human rights of street-based sex workers are urgently needed." The Chairman advised the Government two weeks ago he would not be available for reappointment when his term finished in May. This came a week before the Crime and Misconduct Commission released its review of the Prostitution Act, which found the state's brothel laws were too tough on sex workers.
