It's all very easy in Laos, got girls in places like Muang Sing, Ponsavan, Udomxai and Pakse and of course LP and Vietniane. In the north many don't speak English as they are more used to Chinese and local costumers. Just visit any local disco or karaoke place, or bowling (LP) and ask around. Always cheap, and hotels usually don't mind taking them to your room.

I've been there 11 years ago, I don't remember well and I guess most places have changed, but there wasn't any lack of girls. A good bet is always a Karaoke place. In nightclubs you might also find girls.
