Congratulations - Looks like you have had a great time. Terriffic pictures - they must bring back good memories.
Songkran is the punishment festival for minor offenders of the law (equivalent to misdemeanors in th US).
What they have is a choice given to those found guilty in the court of law for which the sentence would be minor.
In addition to fines, jail time, and community service, the defendant can choose the "Songkran" punishment.
During this time, the offenders must make themselves known by applying white powder to their faces and/or yelling "I'm an offender" in Thai.
People who throw water at these people are volunteers who just simply want to throw water at people for whatever reason.
However, the line sometimes get blurred and some non-offenders get wet, as well as offenders throwing water.
