The answer to both questions is no.There are regional variations due to the influence of ethnic languages(I suppose you can say the same thing for Mexican Spanish vis-à-vis Castilian Spanish) but the basic language is the same and once you get accustomed to the accent you have no problems.
The fact that one is uneducated doesn't necessarily mean that you don't speak the language.

Am not really a great french speaker, 3 years in school and a month Paris. Was in Togo twice in the past three years and really enjoyed the way they speak french (not only do french ;-)). I find it a little slower, has a nice sound and I could understand it very well. But I think this wold differ from Frech speaking country to the other as any "foreign" language will be tainted by the local dialect. Here in Nigeria we have Pigin English which can drive you nuts sometimes but has some very nice expressions/terms.

Like mentioned below, had a blast in Lome/Togo. Is a very small city (compared to Lagos). There is what is called the bermuda triangle with restaurants, bars and discos. Easy to get around. Stayed at the Sarakawa Hotel, around $100 per night. Great hotel. Has disco in the cellar but of course the girls are alittle more expensive in the hotel. Picked a girl from the Hotel Club, shaged her sensless. When I was up for the second round she said she was to sore so I was treated to my first anal in Africa. If I can remember correctly I even paid her in Naira (had no more local currency and did not want to give dollars. Equivalent of around $25.

Is it possible to live in those countries for about $1 000a month? I don't care if I have to live in a shack, eat with the locals and fuck average (but not fugly) girls.
All I care about is practicing French and having 30 short-times a month, but avoid being boyfriended at all costs. Possible?

Guess it is possible to live on a USD 1000 a month in african countries. The salaries I pay here in Nigeria for local staff are around USD 70 - 120.
But it does not give you a lot of room for play. You will be on a very very tight budget.
