Richmond planners deny massage parlor permit
The Richmond Planning Commission followed the urging south Richmond residents to put the kibosh on a conditional use permit for a massage business on San Pablo Avenue near El Cerrito.
City staff also recommended the commission not grant the permit, a view seconded by an El Cerrito police detective who said massage businesses along San Pablo Avenue "are nothing more than fronts for prostitution."
After a public hearing, the commission voted 5-to-1[and the only guy who voted in favor of it was a monger] to deny the permit. The application sought to change the use from an acupuncture business to a acupressure business, which would have operated under the name "Goldstar Massage Parlor." The applicant, Wain Chan, was not present at the meeting.
