BERLIN, Germany -- A government-proposed law to give prostitutes labour rights similar to other professions has received tacit cross-party support in the German parliament.

Prostitution is allowed in Germany, but the law proposed by the Social Democrats and Greens parties would remove its status as "immoral."

It would also enable prostitutes to receive social security benefits or sue customers who refuse to pay.

BERLIN (Reuters) - A German city is rushing to install a series of drive-in wooden "sex garages" in time for next year's Soccer World Cup and an expected boom in the local sex trade, a city official said on Wednesday.


Dortmund, one of 12 cities to host World Cup matches, is anxious to keep prostitutes and their clients off the streets by providing them with discreet places to do business.


Experts estimate as many as 40,000 prostitutes may travel to Germany to offer their services to fans during the tournament.


"The World Cup has put us under added time pressure, as we don't want a situation where prostitutes and their clients disturb residential areas," the official said.


Prostitution is legal in Germany in designated areas.


"In Dortmund we have an official red light district on the outskirts, but there is a problem. There is not enough space for everyone to park."


Dortmund plans to arrange the Dutch-designed huts, which have been introduced in the city of Cologne, another World Cup venue, in an area with condom machines and snack bar.


"Men have to get used to them of course, but a high percentage accept them because they can protect their anonymity," the official said.


"That said there will always be those who want to go behind a bush, under a bridge or into the woods."

BERLIN (Reuters) - A Berlin grandmother who has worked the city's diplomatic quarter as a prostitute for the last 49 years plans to retire when she turns 64 next year, according to Germany's Bild newspaper.

Even though prostitutes were forced to leave the area after the Berlin Wall fell because dead-end streets in the downtrodden district were re-connected to east Berlin and property values surged, Renate Dolle was allowed to stay, Bild said.

"I've got a lot of regular clients," the blonde woman told the newspaper, pictured wearing a short red mini skirt and high-heeled white boots as she stood near the Japanese embassy. She said she charges 30 euros (21 pounds) and on good nights she has four to five clients.

"I'm going to stop at 64 and retire," said Dolle, whose husband drops her off for work each night after the television evening news and who has a nine-year-old granddaughter.

She is one of 10,000 prostitutes in Berlin and 400,000 in Germany, where prostitution is legal. Dolle said she tried to work in a popular red light district nearby recently but was chased away by younger competitors.

"What do you want here, you old whore, get lost," Dolle said they shouted at her. "What did I ever do to them?"

A German company is looking to cash in on an expected boom in the sex trade during next year's soccer World Cup with a 60-room brothel a walk away from Berlin's Olympic Stadium.
Named after the virgin huntress of Greek mythology, the "Artemis" complex is due to open for business in September with whirlpool, sauna, cinema, buffet restaurant and a staff of 100 prostitutes, mass circulation daily Bild reported.

"This is no flash rip-off joint where clients are taken for a ride," a spokesman for the Artemis GmbH investment company behind the project, told the newspaper.

Prostitution is legal in Germany in designated areas. Dortmund, one of 11 other cities to host World Cup matches, has said it will install drive-in wooden "sex garages" in time for the tournament in a bid to keep the trade off the streets.

But the Artemis project does not enjoy the backing of Berlin mayor Klaus Wowereit. "We have no need for that," he told Bild.

One of Germany's biggest luxury brothels is being built in the capital to cater for visitors to next year's World Cup.
The 60-room bordello - oddly named Artemis after the goddess of chastity - is within walking distance of the Berlin Olympia stadium.

Prostitution, which was legalised in Germany three years ago, is expected to be a huge moneyspinner during the competition, with brothels paying around €20 (£13) for each prostitute each day to the authorities.

Andrea Petsch of the prostitute support network Hydra said: "The World Cup is a mega-event and lots of money will be made in many areas, one of which is prostitution."
Experts predict that around 40,000 foreign prostitutes will travel to Germany for the football tournament. To save the public from spotting women "offering their services", wooden huts are to be erected close to stadiums in cities including Dortmund and Cologne. It is planned that the "love shacks" will be assembled in a designated area, complete with condom machines and snack bars.

But Ms Petsch is dubious. "It sounds as if the poor women will be working in something like a toilet cabin. Working conditions at the new brothel in Berlin seem much better.

"I understand it is not going to be like the average brothel, where the prostitutes stand waiting at the windows. It will be more like a spa, with saunas, jacuzzis and bars."

Prostitution was legalised in Germany in 2002, to remove the industry from criminal hands and to improve working conditions. In most cities there is a legal red-light district, known as a "tolerance zone", but the trade is banned elsewhere.

Germany's largest brothel, which has 120 rooms, is in Cologne, where authorities collect €700,000 (£460,000) a month from the trade.
